Problems for the mentally challenged people in India(MAIN 2006)

It is unfortunate that in our country very little efforts have so far been directed towards ameliorating the pangs of the mentally challenged persons who suffer from one or the other deficiencies of the brain or nervous system.Despite lofty private and public promises, the real scenario till date is bleak.
Many factors work behind the scene for such pathetic condition of these unfortunate people.From the social point of view,first and the foremost is of course that they are often looked at derogatorily.Very often even the educated people rather than extending hands of support mock at them.
Lack of facilities for their cure and rehabilitation is another cause for such sorry state of affairs.There are not enough skilled psychiatrists for their treatment.
Lack of family support and right attitude is also an important factor.Very often the parents or other relatives of such people deny taking responsibilities of them and leave them in asylums or other rehabilitation centers where facilities are inadequate and treatment is improper.
It is high time that we understand our failure in providing adequate physical or emotional support to these special people.The NGOs must take a positive role in this regard.Wide campaigning must be done to make people aware that with proper care and treatment such deficiencies can be cured.Last but not the least right use of the government funds and proper allocation to several schemes can improve the physical infrastructure of various asylums and rehabilitation centers.

Social Forestry

The term social forestry was first used by the National Commission on Agriculture,Government of India.In a broad sense the term signifies plantation of tress in and around the agricultural fields,along railway tracks and roadsides,river and canal banks, government and panchayat wastelands in order to take the pressure off the forests and for optimum use of the waste and fallow lands.The objectives of social forestry can be summed up as
  • Improvement of environment for protecting agriculture from adverse climatic effects
  • To ensure steady supply of wood, fuel,fodder and minor forest produce
  • To provide employment for unskilled workers
  • Reclaim wastelands
  • Improvement of the standard of living of the rural population
  • Improvement of the scenic beauty of rural India
Social forestry can be categorized into four groups
  1. Farm forestry
  2. Community Forestry
  3. Extension Forestry
  4. Agro-Forestry
The weaknesses noticed so far in this program are
  • Lack of awareness of the benefits of social forestry among rural people
  • Indiscriminate cutting of community forests
  • Corruption and misuse of funds
  • Unsatisfactory implementation by the state governments
However it must be noted that it is one of those less highlighted yet highly successful programmes undertaken by the government.A visit through the roads of rural India is the documentary evidence of the success of this mammoth task.However considering very little forest coverage of the country the program has to be implemented with more enthusiasm and better public cooperation.

Impact of globalization on state system and its institutions- 2007- 15 marks

Globalization removes boundaries among the states for enonomic and socio-cultural unification of the world.In the wake of golbalization a new concept of global governance is replacing the age old closed and confined single state governance.
The state system has gone through significant changes in the globalized economy.States are opening their economies.To get benefits of barrierless trade cooperative governments, trade groups, economic blocs are being developed. Bilateral and multilateral agreements ,free trade agreements are taking place among several nations.
Today the state system is broadly being dictated by the norms of organizations like WTO and IMF.Even states have to limit their sovereign decisions due to pressure from such international forums.The states are giving up administered price mechanism to make way for market determined prices.
Even the state institutions have to change their structure and organization to get themselves acquinted with the process.Insurance,banks,education,finance,agriculture, PSUs, FDI policy all are being modified to accustomed to the changing world to become more competitive and more qualitative.
Thus in today's world the state system and its institutions are largely being dictated by market forces and shedding off the age old sovereign prejudices to get the most of the new trends.

INDIAN DIASPORA

The Indian Diaspora is a generic term to describe the people who migrated from territories that are currently within the borders of the Republic of India. to far away lands. It also refers to their descendants. The Diaspora is currently estimated to number over twenty million. composed of "NRIs" (Indian citizens not residing in India) and "PIOs" (Persons of Indian Origin who have acquired the citizenship of some other country). The Diaspora covers practically every part of the world. It numbers more than a million each in eleven countries, while as many as twenty-two countries have concentrations of at least a hundred thousand ethnic Indians. The origins of the modern Indian diaspora lie mainly in the subjugation of India by the British and its incorporation into the British empire. Indians were taken over as indentured labor to far-flung parts of the empire in the nineteenth-century, a circumstance to which the modern Indian populations of Fiji, Mauritius, Guyana, Trinidad, Suriname, Malaysia, South Africa, Sri Lanka, and other places attest in their own peculiar ways. Over two million Indian men fought on behalf of the empire in numerous wars, including the Boer War and the two World Wars, and some remained behind to claim the land on which they had fought as their own.
Today NRIs and PIOs have made a separate identity of them in abroad with distinctive presence in the fields of politics,economy,science,culture,literature.The likes of late Kalpana Chawla, Sunita Williams,V S Naipaul, Bobby Jindal,Salman Rushdie,Wally Uppal,Jhumpa Lahiri,Lakshmi Mittal have made India proud with their global contribution.It is of no surprise that the task of rescuing the Wall Street from the ongoing financial tornado has been entrusted upn Neel Kashkari, an NRI.
The Diaspora is very special to India. Residing in distant lands, its members have succeeded spectacularly in their chosen professions by dint of their single-minded dedication and hard work. What is more, they have retained their emotional, cultural and spiritual links with the country of their origin. This strikes a reciprocal chord in the hearts of people of India. It is to nurture this symbiotic relationship to mutual advantage that the Government of India, following the express directions of the Prime Minister, had established a High Level Committee under the chairmanship of Dr. L.M Singhvi, MP, with the mandate to make an in-depth study of the problems and difficulties, the hopes and expectations of the overseas Indian communities. Given the great diversity and global spread of the Indian Diaspora, it was a mammoth task. The Committee completed it within the timeframe set for it, with the active cooperation of NRIs and PIOs and submitted the Report to the Prime Minister on 8th January, 2002.

The High Level Committee in its recommendations suggested formation of an organization on the lines of Planning Commission to look after the affairs of Overseas Indians. Hon’ble PM has however decided to have a full- fledged Ministry of Overseas Indian Affairs.
The celebration of Pravasi Bhartiya Diwas since 2003 has been a great effort to show India's solidarity to the NRIs and PIOs.

INDO -BHUTAN RELATION

Bhutan, one of the neighbors of India holds a key position in India's foreign policy in the neighborhood.A buffer state between India and China, Bhutan is strategically,militarily and economically an important neighbor of India
India and Bhutan signed a Treaty of Friendship in 1949 calling for peace and non interference.The Treaty also established free trade and extradition protocols.The Treaty was modified in 2007 .The new treaty replaced the provision requiring Bhutan to take India's guidance on foreign policy with broader sovereignty and not require Bhutan to obtain India's permission over arms imports.
Recently while Bhutan became a democracy, India welcomed the decision and pledged to provide support to the newly formed democracy.
India is a key player in shaping up Bhutan's economy.India is Bhutan's largest trading partner.Indian Border Roads Organization assists Bhutan to construct roads especially in border areas.The railway link between Phunt Shoeling in Bhutan and Hashimara in India was developed to commemorate India's first Prime Minister Pandit Jawaharlal Nehru's maiden visit to the Himalayan kingdom.
India has aquired the rights to use hydro power capacities of Bhutan and constructed power projects like Chukha,Tata Power Projects etc.
In the military front the Royal Bhutan Army conducted "Operation All Clear" in 2003-04 to demolish the insurgents camp of Indian separatist organization like ULFA,KLO,NDFB etc.
India has accepted the geo political significance of Bhutan and given due consideration to this neighboring state in her foreign policy.

Short Notes-GENERAL STUDIES

  • Banana wars-The Banana Wars were a series of occupations, police actions, and interventions involving the United States in Central America and the Caribbean. This period started with the Spanish-American War in 1898 and the subsequent Treaty of Paris, which gave the United States control of Cuba and Puerto Rico. It ended with the withdraw of troops from Haiti and President Franklin D. Roosevelt's Good Neighbor Policy in 1934.
  • The Yom Kippur War, Ramadan War or October War-It was fought from October 6 to October 26, 1973 by a coalition of Arab states led by Egypt and Syria against Israel. The war began with a surprise joint attack by Egypt and Syria on Yom Kippur, the Jewish day of atonement.The Camp David Accords, which came soon after, led to normalized relations between Egypt and Israel—the first time any Arab country had recognized the Israeli state. Egypt, which had already been drifting away from the Soviet Union, then left the Soviet sphere of influence entirely.
  • The Six-Day War-The Six-Day War of June 5-10, 1967 was a war between Israel and the armies of the neighboring states of Egypt, Jordan, and Syria.By June 10, Israel had completed its final offensive in the Golan Heights, and a ceasefire was signed the day after. Israel had seized the Gaza Strip, the Sinai Peninsula, the West Bank of the Jordan River (including East Jerusalem), and the Golan Heights. Overall, Israel's territory grew by a factor of three, including about one million Arabs placed under Israel's direct control in the newly captured territories. Israel's strategic depth grew to at least 300 kilometers in the south, 60 kilometers in the east and 20 kilometers of extremely rugged terrain in the north, a security asset that would prove useful in the 1973 Arab-Israeli War six years later.
  • The Good Neighbor policy:It was the foreign policy of the administration of United States President Franklin Roosevelt toward the countries of Latin America. The United States wished to have good relations with its neighbors, especially at a time when conflicts were beginning to rise once again, and this policy was more or less intended to garner Latin American support.
  • The Camp David Accords were signed by Egyptian President Anwar El Sadat and Israeli Prime Minister Menachem Begin on September 17, 1978, following twelve days of secret negotiations at Camp David.[1] The two agreements were signed at the White House, and were witnessed by United States President Jimmy Carter. The Accords led directly to the 1979 Israel-Egypt Peace Treaty. They also resulted in Sadat and Begin sharing the 1978 Nobel Peace Prize.
  • The Rwandan Genocide was the 1994 mass killing of hundreds of thousands of Rwanda's Tutsis and Hutu political moderates by Hutus under the Hutu Power ideology. Over the course of approximately 100 days, from the assassination of Juvénal Habyarimana on 6 April through mid-July, at least 500,000 people were killed.
  • Suez Crisis: The Suez Crisis, also referred to as the Tripartite Aggression a military attack on Egypt by Britain, France, and Israel beginning on 29 October 1956. The attack followed Egypt's decision of 26 July 1956 to nationalize the Suez Canal after the withdrawal of an offer by Britain and the United States to fund the building of the Aswan Dam.
  • The War of Attrition was a limited war fought between Israel and forces of Egypt and the Palestine Liberation Organization from 1967 to 1970. It was initiated by Egypt as a way to force Israel to negotiate on favorable terms the return of the Sinai Peninsula, which had been captured by Israel in the 1967 Six-Day War. However, this objective was not realized, and instead the hostilities ended with a ceasefire signed between the countries in 1970 with frontiers remaining in the same place as when the war began, with no real commitment to serious peace negotiations.
  • Operation Polo:The 1948 Invasion of Hyderabad, also termed as "Hyderabad Police Action" and code-named "Operation Polo" by the Indian military was the Indian armed forces action that ended the rule of the Nizam of Hyderabad and led to the incorporation of the princely state of Hyderabad in Southern India, into the Indian Union.
  • The Ogaden War was a conventional conflict between Somalia and Ethiopia in 1977 and 1978 over the Ogaden region of Ethiopia. In a notable illustration of the nature of Cold War alliances, the Soviet Union switched from supplying aid to Somalia to supporting Ethiopia, which had previously been backed by the United States, prompting the U.S. to start supporting Somalia. The war ended when Somali forces retreated back across the border and a truce was declared.

OPTIONAL HISTORY-SHORT NOTE-CONSEQUENCE OF THE THIRD BATTLE OF PANIPAT

The outcome of the third battle of Panipat has been a subject of much debate, with the Maratha historians claiming that the crushing defeat of the Marathas did not eventually lead to the fall of the Maratha power in India and except the loss of many lives it did not have any far reaching effect.They argue, Ahmad Shah Abdali could not gain much in the Indian context even after a thumping victory in the battle.
The claim however seems unreasonable.Although it is true that the victory did not ensure Abdali an empire in India, but it is in fact undeniable that the battle proved to be a disaster in many ways.As the Marathas after the defeat were left with no leader except the unscrupulous Raghunath Rao,their dream of establishing an all India empire was crushed.
Moreover, their defeat ensured a faster rise of the British power in India as there was no other power to confront the British might.It would not be wrong to say that if the battle of Panipat although indirectly was no less significant for the ascendence of British power in India than the battle of Plassey or Buxar.
Thus the battle certainly lowered the Maratha presige in Indian politics and left a far reaching impact in the Indian political scenario.

History Optonal- Short Note-" THE VERDICT AT PLASSEY WAS CONFIRMED BY THE ENGLISH VICTORY AT BUXAR"

The Battle of Plassey is important because of the events that followed it.The new nawab of Bengal Mir Zafar was a mere puppet in the hands of the Bristish and when he failed to read the writings on the wall, he had to give place to Mir Kasim, a nominee of the company in 1760.However their honeymoon period also ended as soon as Kasim defied the British authority and the defiance culminated in the Battle of Buxar with Mir Kasim,the Mughal Emperor and the Nawab of Oudh in one side and the British on the other in 1764.The Battle of Plassey had made the British a powerful player in the politics of Bengal whereas the viscory in the battle of Buxar gave them unquestionable authority over whole Northern India and made them the most powerful contender for the supremacy of the whole country.The Bristish now faced the Afghans and the Marathas for the final struggle for the empire of the whole Hindustan.If the Battle of Plassey had imposed the European yoke on Bengal, the victory at Buxar riveted the shackles of bondage.

1>Merit goods: The concept of a merit goods was introduced by Richard Musgrave (1957, 1959) and it denotes a commodity which is judged that an individual or society should have on the basis of some concept of need, rather than ability and willingness to pay. Examples include the provision of food stamps to support nutrition, the delivery of health services to improve quality of life and reduce morbidity, subsidized housing and arguably education.A merit good can be defined as a good which would be under-consumed (and under-produced) in the free market economy
2>Cheap Money: The money which is available at lower interest rates, softer terms and easy conditions.Cheap money causes inflation in an economy.
3>Countervailing Duty: It is the duty against dumping and aimed at increasing the prices of the products being dumped so as to protect the interest of the domestic industries and farmers.
4>Hot Money:The money which is highly volatile and flees from one country to another swiftly to take advantage of better short term interest rates.
5>Trickle Down Theory: The basis of the theory emphasizes on heavy industries and it is assumed that the benefits of such industries will trickle downwards and will eventually benefit the consumer goods industries
6>Engel's law: This suggests that the lower income group spends larger part of their income on food and other similar items and with increase in income proportion of expenditure over such items decreases.
7>Stagflation: It is a state of the economy where economic activity continues to slow down but wages and prices continue to rise.The term is a blend of stagflation and inflation.
8>Ad Valorem Tax: A tax that is specified as a percentage of value. Sales, income, and property taxes are three of the more popular ad valorem taxes devised by government. The total ad valorem tax paid increases with the value of what's being taxed.
9>Administered price:It is the price fixed by the government to keep control over rise or fall of prices of particular commodities sos that the vulnerable groups do not suffer.
10>Cash Reserve Ratio:Every scheduled bank has to keep a percentage of total assets and deposits as deposits with the RBI.Presently it is 5% in India.

PROJECT ARROW

The project has been launched by the Department of Posts to revitalize the post office network to enable it to play a greater role in the socio economic transformation of the country.A series of fully upgraded and completely new look post offices has been launched in the rural areas covering 10 postal circles.
The post offices henceforth will be a single window facility for banking, money remittance and information delivery.The change has been" physical look" as well as "feel" wise.Upgradation of IT enabled services,designing exterior and interiors, improvement of service delivery are the major components of the make over.
The project has twin objectives-to make Indian postal system more vibrant and responsive and to make visible and positive differences in the postal delivery system in the country where more than 89% of the post offices are in rural areas.The Ministry of IT and Telecommunication has set up a Steering Committee and a core team for maintaining liaison with the Department of Posts and better service delivery.
The project is being seen as a significant step towards achieving the motto of the Indian Postal system" Dak Seva -Jan Seva"

ECO TOURISM IN INDIA

Eco tourism is the concept of promoting tourism with due consideration of the environment. It is a conceptual experience, enriching those who delve into researching and understanding the environment around them. It gives us insight into our impacts, as human beings and also a greater appreciation of our own natural habitats.Eco-tourism is consecrated for preserving and sustaining the diversity of the world's natural and cultural environments.The International Eco-tourism Society defines Eco-tourism as "responsible travel to natural areas that conserves the environment and improves the well-being of local people."
Responsible Eco tourism includes programs that minimize the negative aspects of conventional tourism on the environment, and enhance the cultural integrity of local people. Therefore, in addition to evaluating environmental and cultural factors, an integral part of Eco tourism is in the promotion of recycling, energy efficiency, water conservation, and creation of economic opportunities for the local communities.
Eco-tourism is considered the fastest growing market in the tourism industry, according to the World Tourism Organization with an annual growth rate of 5% worldwide and representing 6% of the world gross domestic product, 11.4% of all consumer spending - not a market to be taken lightly.
India is one the most famous tourism hubs of the world.The government in the recent past has taken many commendable steps to promote Eco tourism in India."Atithi Deva Bhavah", "Incredible India" are such campaigns to promote tourism in conformity with the laws of environment.
However,following practices will add value to India's quest for promoting ecological tourism
  • Combating environmental problems in the tourist places
  • Launching awareness campaigns to make the people aware of their role in Eco tourism.Celebrities may be asked to campaign for the same as we have recently seen Mr Aamir Khan doing such campaign
  • Sanctity of culturally and historically important places must be maintained
  • Encouraging more private sector participation in tourism
  • Setting up more biosphere reserves, national parks, animal sanctuaries and zoos and strict implementation of various laws in the concerned field
With sincere effort of the government backed by popular support, India soon can become the most attractive tourist destination in the world.

SOUTH SOUTH COOPERATION

South-South Cooperation is the cooperation among the developing countries of the third world.The collective efforts of the developing nations can be utilized to ensure faster growth of their economies and making their voice heard in every forums of the world, usually dominated by the developed nations.
The sense of brotherhood among the developing nations has given birth to organizations or movements like NAM,SAARC,ASEAN,BRIC.IBSA,MERCOSUR,G-77 etc.Such unity has not only given these nations to unite under a common umbrela but also to raise a collective voice against menaces like poverty,malnutrition,hunger,pollution,terrorism etc.As a result the common grievances of these nations have been given more importance in UN,WTO and other forums.
It is necessary to revoke the myth that cooperation can exist only among the developed nations.The developed nations for long have taken care of their personal interests ignoring the ideals and aspirations of the poorer nations leading to polarisation of the world.South- South Coopration promises to break such polarisation leading to equitable growth for all.India with its arsenal of the largest democracy in the world and being a responsible member of forums like SAARC,ARF, IBSA or BRIC has even greater role to play in this regard.

DUMPING AND INDIA (30 MARKS, 250 WORDS)

Dumping is the process of selling goods to foreign market at very low prices.When production exceeds the demand and there is a chance of falling prices even lower than the stipulated levels, the country opts for selling the product to other countries at thrown away price.This saves losses of the producers but causes losses in the country where the products are being exported.
To restrict such dumping, countries tend to put quantitative restrictions upon dumping.But due to WTO norms such restrictions are prohibited.Thereby countries look for new devices to restrict dumping.
India has adopted various preventive measures allowed under WTO rules to restrict dumping.Giving subsidy to the farmers to reduce their production cost and improve quality of goods, imposing countervailing duties and additional charges are some of the measures taken by India in this regard.The Ministry of Commerce has established "Directorate of Anti Dumping" to tackle issues of dumping.
Main threats of dumping in India is in the spheres of agricultural produces and manufactures that are allotted to the small scale industries.However, measures taken against dumping renders the domestic economy more competitive due to technological upgradation,better value addition and cheaper products.

NOW OR NEVER!!!

Hello friends,

Hope you guys did well in the preliminary examination and got plenty of questions common from my blog.Now you must be getting ready for the next round.This period, I mean the period between preliminary examination and its result, is the most crucial phase of the preparation.Most of the failed efforts in main have something to do with half hearted efforts in these two and half months.Many guys cant believe that they can clear preliminary and once they clear it, they are left with just a couple of months to prepare for the main.There are many who think they can manage the syllabus within those couple of months.But there are only a few who don't think about the result.They do their best in these initial months and once they are successful in the preliminary, they are the ones who can add value to their preparation rather than just completing the syllabus in a hurry.So my sincere request to you is that don't waste these precious period.If you do, that will be the biggest mistake of your life.So even if you are a fresher, or have a number of attempts left, don't let this period go futile.And if you are in the last attempt of yours, you don't have any choice but to give it the shot of a life time.My wishes are always with you.Lets join hands together and start preparing.I'll start posting materials from tomorrow.Till then good bye.
